This isn't quite on the level of Hathor, where Earth is really really really lucky she didn't get loose slightly sooner when there was no Stargate program.  He was going to be on Earth no matter what.  However, it's still a pretty big coincidence he happened to be at one of his craziness peaks, to the point where they were looking into him at the same time the ATF had a major operation going on.

Having an award ceremony and speeches in front of the un-irised gate was kind of putting me on edge.  I kept expecting an unscheduled offworld activation to cause a kawoosh that would disintegrate the Secretary of Defense.

The visual effects in this episode seem pretty laughable.  At times Ma'chello's whatevers seem clearly hand-drawn, while when a physical prop is necessary they look like Ben Stiller semen.
