Is this the first time they blow an opportunity to have an advanced piece of equipment?  I believe so.  Sure, leaving Teal'c in there would be a Bad Thing, but they couldn't have investigated a bit more to try and find a better way out?  To put a non-stupid possible spin on it, maybe Jack realized the higher-ups on Earth would rather leave Teal'c in there if presented the choice, so he took that choice away... leaving it to Daniel to so Daniel couldn't be pissed at him about it.
